build process. This way, I can take advantage of the Coverity analyses,
and start fixing stuff.

branches/one_make has converted 'make pirc' to run as part of the top
level instead of a as a recursive make; however, we can't run it by
default because the current code base fails to build with g++. NotFound
has opened a separate ticket regarding these failures: Once #1388 is
resolved, we can build pirc by default.
