branches/pirc_config adds a --pirc option to Configure.pl, taking either
imcc or pirc; if PIRC is specified, then parrot is build with:
-DPARROT_PIRC_COMPILER=pirc
A better C programmer than I can key off this to register the appropriate
PIR and PASM compilers.
