#1573: remove compilers/ncigen

This compiler is currently unused, and with the deprecation of NQP (#
1462), we would have to rewrite it to use nqp-rx instead.
Since it's not installed, and unused, tewk++ suggested we remove it
instead.
This should be done in advance of TT #1462 and doesn't require a
deprecation notice.
