When building Parrot 2.5.0 on Cyqwin, `make install` doesn't copy the
files 'cygparrot2_5_0.dll' and 'libparrot.dll.a' to directories where the
Rakudo build can find them.
Manually moving 'cygparrot2_5_0.dll' to '/usr/local/bin' and
'libparrot.dll.a' to '/usr/local/lib' solves the problem.
