#1729: Website needs an obvious link to parrot-users mailing list page

I was looking for a link to the parrot-users mailing list on the
parrot.org site and couldn't find one. Either there is no such link, or it
is buried deeply enough that it is not useful to casual visitors. Near as
I can tell, this means the only way a person could know about parrot-users
is if somebody told them about it.
A simple entry on http://parrot.org/dev close to the parrot-dev item would
work for the moment.
