`PARROT_ERRORS_GLOBALS_FLAG` will be documented as unused.
`PARROT_ERRORS_OVERFLOW_FLAG` will be documented as pertaining to Integer
PMCs, not native integers.
Some of the flags have incorrect documentation about their default values;
it will be corrected.
