Our goals have changed a bit since I originally filed this ticket. The
current plan is to preserve existing links to revisions, but to avoid
keeping a read-only svn repo. I have a site that demonstrates link-
backwards compatibility up at http://mksig.org/trac/ . I'm marking this
ticket fixed.
