#1957: Configure.pl ignores argument given to --optimize

If I give an explicit argument to Configure.pl's optimize, e.g.
{{{ Configure.pl --optimize=-O3 }}}, that argument is ignored, and I get
whatever optimizer flags the underlying perl was compiled with.
I suspect commit 8f4ba3c090fb67b28402c4c67744c683145990fa , but I don't
know if this change was intentional.
