In the past, Parrot has voiced supported reading of PBC files created on,
and optimized for other platforms.
In practice this usually only worked for PBC files created on x86-linux
boxes.
This support will be removed in favour of a PBC format specifically
designed for network transport and portability. Every Parrot, regardless
of platform, shall be able to create and read PBC files in this format.
Native-optimized PBC will still exist, but will not be readable on other
platforms.
