#1967: Deprecate IMCC compreg

The compreg PMC for the PIR compiler (IMCC) is just an NCI and has very
limited functionality. I would like to replace this with a more full-
featured object type.
We still have to design what the interface of the new object is going to
look like, and it is going to take time to write such a PMC type and maybe
modify IMCC to fit it.
