#1977: parrot requires fresh install directory

The 3.0.0 install caused me to be unable to build latest rakudo:
* build & install 2.11.0-devel (or earlier, presumably)
* build & install 3.0.0-devel
* build rakudo:

Reading configuration information from parrot_config ...
PARROT VM: Could not initialize new interpreterPackFile_Header_validate:
This Parrot cannot read bytecode files with version 10.0.

If you remove the parrot install directory & reinstall 3.0.0, rakudo can
build again.
