This is the kind of patch where, if there are bugs, we won't know until we
get reports from the wild. So I applied the patch tonight.
[master de841c2] [codingstd] Add functionality to identify Python files.
Test those files for copyright.
I will keep the ticket open for 2-3 days more for comments and complaints.
