#2139: Deprecate PCRE in Parrot core

We have four open Trac tickets relating to PCRE. This is circumstantial
evidence that PCRE is not getting sufficient attention and that we don't
have the resources to maintain it in core.
Based on discussion on [http://irclog.perlgeek.de/parrot/2011-06-29
#parrot today], we should consider deprecating PCRE in core. This would
imply not probing for it during configuration and not referring to it
during build.
If we decide to proceed with deprecation, we will have to contact HLLs
which may be using it.
