In general I agree with the idea that parted should only deal with the partition table and other tools do the other tasks. The problem here is that calling wipefs after creating a partition with parted can fail (it is a race condition) since e.g. udev has already activated something based on old signatures. To demonstrate the problem I have attached a script that fails when started the second time. Meanwhile there is also the ANACONDA property in udev but it only disables auto-assembly of RAIDs.
