The easier way is to use our GIT repository.
Do:
git clone git://git.debian.org/git/parted/parted.git
Then apply your patch and use:
git commit -a
Properly document the change. Use a small description, one empty line,
long description.
Use git-format-patch origin/master.. -o patches-to-send
Send the generated file as attached for us.
