libparted: improved ability to inform kernel of partition changes.
For example, sometimes when editing partitions the kernel does not
get informed, such as when resizing or creating a new partition.
This causes future problems because the kernel has incorrect
information. For example, an incorrect partition size might be
displayed, or a user might encounter a failure to format or delete a
newly created partition.
