The problem has two parts: the first is that the power of two size is triggering the exact placement, and the second is that with 100%, rounding error ends up changing the size to 1 sector past the end of the disk, and when that is combined with the exact placement, causes you to be unable to create the partition. The exact placement still applies to the other percentages and it shouldn't.
