I assume you mean Ubuntu 14.10 since 13.10 is end-of-life and 14.10 is yet to be officially released. :-) Yes, the fat16 resize crash problem exists in the (lib)parted-3.2-6 package included in ubuntu 14.10. I confirmed this using the ubuntu 14.10beta desktop i386 iso in a Virtual Machine. As Mike pointed out, resizing fat16 file systems will fail on any GNU/Linux distro with (lib)parted version 3.2.
