You can provide access to other people by encrypting the files with
their GPG keys.
However, I can't see how you could enforce rotation, unless you change
the actual contents of the files and re-encrypt with new keys. That way
the users will have the 'old' credentials unless they use a new key.
Seems a little convoluted perhaps ;)
