[Patch-gnuradio] 4 small patches for Cygwin

Here are four small patches for Cygwin. With these patches, the latest trunk (or is it origin/master?) builds and passes make check (as of 10/06/09).

Briefly, the changes are:

(1) Add *.exe to .gitignore. (Cygwin produces these for test executables.)

(2) Restore ac_compiler in gr_fortran.m4 even when no Fortran was found.

(3) Add $(NO_UNDEFINED) to LDFLAGS in atsc Makefile.am, so shared libraries will be built. (4) Change the order of searching pmt/libpmt-qa.la and libgruel.la in gruel Makefile.am so references to libgruel from limpmt-qa will be resolved.
