[Patch-gnuradio] fix for make check on Cygwin and MinGW/MSYS

Here is a simple patch so that "make check" in howto-write-a-block will find the DLLs it needs on Cygwin and MSYS. I have also guessed at what is needed for OSX. The diff file may contain CRLF line terminators; my apologies if they cause problems.
