[Patch-gnuradio] fixes for gr-uhd and gr-audio on Cygwin/MinGW

Both gr-{uhd,audio}/lib/Makefile.am need $(NO_UNDEFINED) added to build dynamic libraries (.dll) instead of static libraries (.a) on Cygwin and MinGW. Patch is attached.

And isn't this (no shared libraries built) the kind of thing that should be detected by test cases in make check?
