Add PyInitializeX that omits check in environment 
variables to set debugging, optimize, and verbose flags.




Add PySetSysPaths to specify location of modules and 
the prefixes and the full path.

There hasn't been any update to this patch (e.g contribution of
documentation) in two years; rejecting the patch because of lack of
feedback.

benson_basis, if you ever find the time to work on this again, please
submit a new patch.

The makefile.pre.in change was included here as a mistake. 
Please ignore it.

I'll tackle the documentation as soon as I can.
