Summary: urllib2-howto - correction

Initial Comment:
urllib2 howto mentions that
"Currently urllib2 does not support fetching of https locations through a
proxy. This can be a problem."

This is quite misleading, the following ASPN Cookbook recipe shows otherwise.
http://aspn.activestate.com/ASPN/Cookbook/Python/Recipe/456195

Included a patch to correct the documentation bug.

Well, the given recipe enhances urllib2 classes to support that, so the
(first) original sentence is correct.
Nevertheless, a link to the recipe is helpful.
