Summary: Prevent removal of bans when removing exceptions

Initial Comment:
When removing bans and exceptions in SILENCES, a ban is never considered to be 
a superset of an exception, this prevents
that an exception is removed when you remove a ban.
I'd like to see the same with exceptions. Why should removing an exception also 
remove bans which match the exception
mask. For istance:
/silence *!badid...@*
/silence ~*!badid...@specialhost

If you now remove the exception with:
/silence -~*!badid...@specialhost

this will also remove the first silence ban mask.
I wonder whether this is the intended behaviour.
