Although I contributed to the confusion by bring up timestamp format, it
seems the exact format of the timestamp is too detailed for the
Requirements doc. The requirements should just describe capabilities.
Specific encoding/format should be reserved for the Protocol-specification
document.
Taking this into account, the proposed text for D.7 might be:
"The Data Model MUST support specifying available
spectrum. The Data Model MUST support specification of this
information by start and stop frequencies and MAY also support
specification of this information by channel identifiers. The
Data Model MUST support a spectrum-availability schedule and
maximum power levels for each frequency range."
The term, schedule, I believe, captures the intent of the various
discussions, e.g., allowing for multiple time-intervals of operation.
