As we are left with no option, we met as PAC members in Alexandra Township
where streamlined some relevant issues we perceived could alleviate the PAC
from the current predicament. As our standpoint, the following issues will be
discussed in the forthcoming PAC Convention but are subject to further
scrutiny. The following is the summary:
1. The Convention
It is our view that the Convention is meant for healing purpose amongst
the Africanist and it will be a decisive factor in taking the PAC forward
and restoring the PAC glory. All participants must have a chance to
express thier views on what has gone wrong in the PAC and resolutions must
be taken, endorsed and implemented. The interim structure shall be
established to administer the PAC nationally until such time is fertile to
convene
the elective national congress from which the permanent structure shall
be established.
2. Oath of Allegiance
We thought that for people to accept an oath of allegiance as enshrined
in the PAC constitution is not enough, therefore, there is a suggestion that
a seperate document must be drafted which will be accepted and signed
by the elected leadership. The purpose of the document will be to bind
leaders to adhere to the aims and objectives of the PAC. And it
will bind leadership towards the implementation of the PAC's political
programme of action. Lastly the document will bind leadership to
respect and honour the mandate as per task by loyal PAC members in
general.
3. MP's and Councillors
The current 10% of salary contributed by councillors towards PAC
coffers should remain unchanged. It is our suggestion that to avoid leadership
wrangle within the PAC, particularly in the top structure, the MP's
will have to contribute 50% of their salary towards the PAC coffers.
4. Advisory Council
A party with revolutionary principles such as the PAC cannot be led by
a clique of individuals if at all the PAC aims to seize the state political
power. We have in the past witnessed the weaknesses of the NEC and NWC
structures in devising strategies to counter day -to-day
developments which affects the PAC and its members as well as the local
and international communities. An Advisory Council will act as a
politburo advising the NEC and the NWC on all relevant issues affecting
the PAC both external and internal. The main task of the Advisory
Council will be to conduct researches and advise. The Advisory
Council shall have veto powers in the party.
5. PAC history
The PAC possesses a rich history but since 1994, no PAC leader has ever
attempted to establish an archive whereby the history of the PAC
could be stored. The establishment of the archive will help to store
valuable PAC material which can be used as the propaganda machinery
in advancing the course of the PAC. The archive will also be used as
the teaching tool for the PAC descendants. A suggestion is made again that
the PAC leadership must always lead a crusade in honouring PAC events
such as Heroes Day others with full pride. We suggest that the Heroes
Day must be commemorated in full colours and only one main venue must
be chosen whereby members throughout the country will converge.
We further propose that medals should be issued to our fallen
and living heroes of our struggle for the liberation of Azania.
