RESOLUTIONS OF AZANIAN PEOPLE'S LIBERATION ARMY MILITARY VETERANS ASSOCIATION
(APLAMVA) NATIONAL CONGRESS

The Azanian People's Liberationy Army Military Veteran Association (APLAMVA)
successfully held its elective National Congress during the period 14 - 16 May
2010 at Epelegeng Community Cetre (White City Jabavu). This Congress was held
amid growing tension between Letlapa Mphahlele and the leadership and
structures of APLAMVA. The Congress was initially supposed to be held at the
Booysens Hotel but due to interference from Letlapa Mphahlele, the man who
pretends to be PAC President when he is actually not, had to be moved to
Epelegeng Community Centre.
As prescribed in the APLAMVA Constitution, the term of office for the APLAMVA
National Executive Committee (NEC) is three years. The previous NEC had been in
office since December 2006 and as such, its term of office had expired.
The Congress, in accordance with the APLAMVA Constitution, elected eight
National Office Bearers as reflected below:
Chairman: Brig Gen (rtd) Mbulelo Raymond Fihla
Deputy Chairman: Mr. Vuma Ntikinca
Secretary General: Mrs Dudu Phama
Deputy Secretary General Pastor Justice Mvakali
National Organiser: Col (rtd) Andile Ntabeni
Deputy National Organiser: Mr Frazer Smith
Treasurer General: Mr Bantubonke Nduna
Deputy Treasurer General: Mr Mzwandile Gumbi
Congress also resolved:
- To remind Letlapa Mphahlele that while he led a faction of APLA members who
opposed integration into the SANDF in 1994, he secretly integrated into the
SANDF and that he has a force number having opted for the demobilization
package. This is in view of the fact that Letlapa Mphahlele has caused serious
problems for APLAMVA firstly by misleading a lot of young former APLA members
in 1994 not to integrate into the SANDF. These members are today destitute
because they have no jobs and therefore no income. As these members failed to
integrate into the SANDF, they have no force numbers and as such, they may not
even access benefits available to military veterans.
- To expose Letlapa Mphahlele who is still continuing with his factionalist
tendencies by attempting to use his position as bogus PAC president to create
parallel APLAMVA structures with the hope to use these structures to access
veterans? benefits to bolster his collapsing sand empire in the PAC.
- To speed up legal action to interdict Letlapa Mphahlele from pretending to be
PAC President when he knows he is not, and from using his bogus status of PAC
President to interfere with and violate the APLAMVA constitution and the smooth
running of APLAMVA, an autonomous entity that is governed by its own
constitution and by the Military Veterans Act, ACT 17 of 1999 and not by the
PAC constitution.
- To interdict Letlapa Mphahlele from being an impostor of the PAC president in
parliament who pretends to have authority over APLAMVA when he does not have
any authority over APLAMVA.
- That those members of APLAMVA, who have remained loyal to PAC the mother
body, and who because of Letlapa Mphahlele's sustained unconstitutional
expulsions and other forms of victimisation, have found themselves leaving the
PAC to form/join PAM, and having declared their loyalty to the PAC, will in
line with clause 5.2 of APLAMVA Constitution remain full members of APLAMVA.
