Hi Marty. Actually, an m3u file *can* be on your computer, it can be a regular winamp playlist, in addition to a streaming file. So m3u files can be for both streaming and local mp3 files on your computer.
Basically it's just a text file that helps Winamp reference a file more quickly. i don't think any portable players can support such a function but there could've been an update I'm not aware of that does that.
