When I was looking for an external TV card the make that kept cropping up was Hauppauge. I think they do several different models. You can get information about them at:

Hello everyone,
I know these sorts of questions have been asked on this list, time and time
again. But I'm hoping that you all won't mind answering them yet again.
A while back, I thought that someone on this list, talked about a program that you could use to record TV shows, using your computer. Unfortunately though, I can't remember who brought this up. They gave a website.
If possible, could this person post this info again? And could you possibly give some pointers on how to use this program? If you'd rather write me off-list, then that would be fine. I'll post my email address at the end of this message.
Also, I'm interested in some information about different TV tuner cards. Are there major differences in them? Can some of them do more, or offer more, than others can?
I've been trying to find out some of this info on my own, but I haven't had
too much luck. I'm not sure what a good resource is, to learn about this
sort of thing.
And when I did a Google search, I got way too much info. Some of which
wasn't helpful at all.
