help wwith iliminating annoying sound in file

Hi everyone.  Let me do my best to describe the sound that I'm trying to 
iliminate. This is a wav file consisting of speech only. In the background 
you can hear a semi-rythmic, very persistent, very annoying sound.  The 
closest I can come to describing it is that is sounds a whole lot like the 
sound that a dog makes when scratching itself.  Okay, that's weird, but I 
have to describe it somehow.  Anyhow, Goldwave won't touch it, nor will any 
of the filters in DC 6.  Could be I'm not applying them correctly as I've 
never worked at getting rid of a sound like this. Any suggestions would be 
very much appreciated.
