By request, here are a few lists where stream announcements are welcome and encouraged. All of these lists are on YahooGroups, so the signup procedure is the usual method.

I've no doubt there are other lists as well. Please use one or more of these lists for your stream announcements. Do not post them to the pc-audio list.
