I'm no more sure about this than you are. It's been a couple of months since I last checked the page of their web site where they lay out this program and explain their objectives in regard to format and all that. I don't have time to find the URL right now, have to run. But if you go to the Library of Congress/National Library Service site and look for the link to the page about this topic. I'll be interested to know if they've said anything new, lately.
