Hi there! I don't know about the palm OS, but the pocket pc which is the equivalent of Microsoft and there is great audio software for that is accessible. There are two screen readers for that, pocket hal from Dolphin systems, and mobile speak pocket from Code factory. I haven't tested any of them myself, but pocket hal looks very promissing from a demonstration that I heard recently.
