Hi. Yes, you do need an account to use paypal. when you want to buy something, you click a pay pal button on a site you're on which takes you to a page where you can log in. then you are shown the product you're buying and it's as simple as clicking one little pay button. If you're purchasing Jonathan's Google tutorial, do not! close your browser after you've made your purchase or you will lose the download link for it. it appears on the page after you pay for it. Signing up with paypal is also straight forward, and the audio file is actually not bad either, a least from memory.
