Garry: sounds to me like you've got a soundmax chip, maybe an AD-1985, or what Intel likes to call "high definition audio" which is another variant of a soundmax chip. . Those chips tend to hang out around nominal level, even when the line-in volume is down all the way. I don't know a workaround other than using a better sound card.
