Go to the hobby tron website. They sell transmitters in kit form and will build them for you on request. No FCC licence is required provided that you do not modify the kit. If you modify the transmitter in any way and interfear with other broadcasters the FCC will come down on you like a ton of bricks. Just don't modify the kit and you should be OK.
