Hi Dana. It's easy to explain why you can't choose a bit rate. Flak, like WMA lossless, is a lossless format and so it automatically chooses the bit rate that will preserve the full sound quality. A variable bit rate is used to ensure the best compression and file size and so what you're seeing there is the difference in musical complexity yielding differring bit rates. For example, most modern music is recorded at a far higher quality than say 50's or 60's music and so a modern track will be closer to the 900kbps whereas the old stuff will be closer to 400kbps. There are also differences in music genre that will mean more or less bits are required to record the music. For example, a singer strumming a guitar is going to need less bits per frame than say a rock band with two guitars, bass, drums, keyboard and vocals.
