Winamp seems to have support for surround sound. In Winamp 5.3 and I don't know about older versions there is a checkbox in the playback section of preferences where you can choose whether to allow surround sound or not. I can't test how well this works because I don't have surround sound on my PC. I don't know the answer to your second question but you might find a suitable plug-in in the plug-ins section of the Winamp home page at www.winamp.com/plugins.
