See my previous post on the subject, it pretty much explains 
everything you need to set with regards to streaming audio.  and as i 
said, try a few different streams and see if it doesn't happen with 
all of them. Yet another factor is that if you're on a dialup 
connection and you're listening to a station that is designed for 
high speed users, you're going to get all kinds of breakup because 
your connection just  isn't able to keep up.  This issue isn't really 
even related to anything blindness specific, anyone can make the 
setting changes I outlined.

to Winamp. it was written for earlier versions and needs some updates 
with regard to the use of the modern skin and the fact that 
screenreader users sshouldn't use it, but other than that, it's a 
ggood starting point.
