It depends on how much you want to spend and what you need. SoundForge is more powerful and has a much higher learning curve.
GoldWave is cheaper and works well. There are good tutorials for both. Are you recording sounds with no need to add special effects or are you wanting to have all sorts of special effects built in to the program? Evaluate your own needs because the programs are quite different in price and operation.
