This leads me to believe that the download failed, so there is no
real program to uninstall. I would say, the best thing to do is to
atempt to re-download the skype setup program and this time, make
sure the program is fully downloaded. You can do this by
occasionally reading the windows title bar while the download is
progressing. If it gets to 100 percent, you have the entire file and
you're set.
Press insert plus t for JAWS or System access, or insert plus w for
Window-eyes. If you're using a laptop layout, use the appropriate
keys for that. That should take care of it though.
