absolutely it can... as a child when I had a tv with headphone jack, I ran into my cheap first stereo via that jack... it's just a matter of tweeking the volume control to avoid hiss noise from being too low or annoying distortion from volume being too loud.
type of "quality" cable is probably most important under this circumstance. About a year ago, I had a 3.5 mm mini single male on one end and 2 rca tips on other end, which I ran from my MP3 player or portable cassette deck into my home theater/HIFI - later using that same cord to run from my PC to the stereo.
