In the preferences menu you can set the volume to return to its original
value upon restart.

Subject: Why does Winamp reset volume on stream drop?

Does anybody know the answer to this annoyance? While listening to a
stream, if the stream drops and then comes back, Winamp automatically shoots
the volume up to full, which, if you were listening to something quietly in
the background, can be a real shockeroo! A tap on the up- or down-arrow key
will, however, reset the volume level to whatever it was before the
disconnect, plus or minus one step (depending on whether you pressed up- or
down-arrow). The problem is that if you're using software speech and you
turn Winamp down to hear your machine do other things, when the stream pops
back in, you get a good blast!
