I think what he means is that it requires a bit of set up to make it accessible, so therefore, it isn't going to talk to you as soon as you pull it out of the box. You'll need to have iTunes 8 running on your PC and then you'll need to attach the iPod nano to your PC and adjust some configuration options to get the talking menus installed onto the iPod.
