The two best ones are MP3Tag by Florian Heidenreich, which is free,
and MP3 Tag Studio, not free but cheap, by Magnus Brading.  They each
have their strong points but essentially do the same things, plus or
minus a feature here and there between them.  The biggest thing that
MP3TAG does that Studio does not is that you can use it to look up all
the information about an album via amazon.com and have that
information automatically added/imported to the tags in your files.
MP3 Tag Studio's strongest features lie in its list processing
capabilities--it can make lists, make Excel CSV files, process lists
to tag selected files, etc.  Both absolutely required tools in any
serious MP3 collector's arsenal.
