I recently bought an Edirol UA1-EX. It's accessible in the sense that you
can adjust the ASIO buffer size etc in Control Pannel, and many of the
features are controlled with physical dip-switches on the device. It has RCA
in and out, as well as 3.5 mic and headphone jacks.
