Hi Chris. Apple TV is a device which connects to your TV. With its use, one can buy or rent movies and TV shows from iTunes. You can also link up with a computer running iTunes and use Apple TV to play your iTunes library along with iTunes radio through your home theatre system. If you were to purchase an application called Air Foil, available for either Windows or Mac computers, you could stream Internet radio or pretty much anything you want through Apple TV.
That being said, if it includes Voiceover, I'm not aware of it, though I don't own the latest and greatest model. If anyone knows of Voiceover's use on Apple TV, I would be extremely interested. Right now, my ability to run it on my own is limited. If it were to become Voiceover friendly, I would buy the new model in a heartbeat.
