To achieve the results you require, follow these steps:
1. Open MP3Tag.
2. Open the File > Export... dialog (control-E).
3. Tab to the New button and activate it.
4. Type a name for your new export configuration and click OK.
5. The new configuration file should open in your default text editor.
Select all of the contents and delete them.
6. Copy the two lines below and paste them into the file:
$filename(txt,utf-8)$loop(%_path%)$num(%track%,2), %title%, %artisst%,
%composer%
$loopend()
8. As you can see, the fields will be comma-delimited with one track per
line when you export your track list. Make any required changes to the
layout of the file or the list of fields and save and close it.
9. In the Export dialog, set the filename and click the OK button to
export using your new configuration (it should be automatically focused
in the list of available configurations).

However, there are facilities in this program which permit the user to
determine which tag fields are exported and the specific order in

options. All I wish to export are the track number, the track title,
the artist, and the composer, in that order.
I therefore would like to make contact with anyone familiar with the
Mp3tag program to give me some pointers. Also, if someone has a
suggestion for a different program which can accomplish the same thing
which will work on either Windows 7 64-bit or XP, , please let me know.
