goldwave is your best bet for something like this. I typically put the file in winamp, scan through it and record the times that I need. Then go back to goldwave and type them into the marker box, usually a second or two before the time. Yes, I know you can specify the prerole preview in the options, I just forget about it lol and do it this way. Anyway, then I cut it by lining up the start and finish markers where I want them. Now as far as splitting is concerned you can either just copy the selection to another sound or put cue points in to split the file where you want to. This is probably the most efficient way if you have several songs you want to cut out while copying works for one or two or if you want to manipulate the edited song right away.

Anyway, that's just how I do it in a nutshell. hth
